The executive board (CvB) has set up a foundation that can provide grants and loans to foreign students taking a master's programme at the UT or UT-students taking part of their study abroad. The financial means are supplied by donations from business or commercial funding of research groups.

The Twente Scholarship Program will formally be positioned outside the university, while being administered by the CvB, to separate government and commercial funding clearly.

A more detailed description of the Scholarship Program will be sent to the University Council next week. This body responded critically to a first concept version. Especially the equal treatment of potential Dutch and foreign candidates needs more attention according to the council, as well as the supposed "conditional sale" of a master's scholarship and a PhD-studentship to foreigners.
