The research group forms the basis of the institute. The research group functions within a structure that does justice to the expertise and responsibilities of the head of the research group for the quality of research and education, or more specific:
- In the new structure there will be faculties (three to a maximum of five) and institutes (five to a maximum of seven).
- The executive board will, using the co-ordinating powers offered by the law, determine guidelines that bring about equivalence of faculties and institutes. This equivalence is directed towards guaranteeing that the powers of a scientific director become symmetrical to those of a dean.
- The deans and the scientific directors together form the university's management team that confers periodically with the executive board.
- Faculties accommodate fields of study, educational programmes and research related to education.
- Institutes will accommodate research programmes. There has to be a relationship between the research in the institutes and the research related to education.
- The financial allocation will proceed for educational programmes and research related to education via the faculties and for research programmes via the institutes.
- The executive board will determine guidelines on procedures, powers, and responsibilities with regard to decisions on personnel. In principle staff will be hired by the faculty. The dean represents the employer. Between deans and scientific directors agreements have to made with regard to personnel 'bought' from the faculties by the institutes. Deans and scientific directors together have the right of initiative to establish and fill in research groups.
